Professor Nicodemus Hazzard learns about the history of the Spear of Destiny since World War II, along with its current whereabouts. The elemental Naiad destroys the oil company that killed her human form, and so the Spectre goes to Tokyo to avenge those Naiad has killed. During their battle, the Spectre journeys into Naiad's soul, where he encounters Gaea. Believing the Spectre is solely responsible to the damage in Tokyo, the President of the United States enlists Superman to take the Spear of Destiny and stop the Spectre.
