Superman investigates a disturbance at Sanctuary, a haven for troubled heroes, and finds that the heroes who are patients there are murdered. Not far away, two survivors, Booster Gold and Harley Quinn, battle, each believing that the other is guilty of the murders. In flashback, we see several characters explaining why they came to Sanctuary.
