Toni Tiglon was sick of being robbed by Catwoman. Undercover Special Agent Roark recommended they use the Bast Emerald as bait to lure her in. FBI agents monitor Tiglon's property when Catwoman shows up. She defeats or bypasses all the traps. While Tiglon is distracted, Catwoman doubled-backs to the room Roark was held in. The Feds cut the power to disable the remaining traps so they can move in. They catch Tiglon, but Catwoman is gone, having saved Roark, and stolen the Bast Emerald.
